Hazrat Umar was once asked that how could you make a Kurta(Shirt) out of a small piece of cloth which was issued by the Govt to all but nobody else could make a Kurta out of this cloth except you. Hazrat Umar replied patiently that his son gave his share of Kurta to Hazrat Umar to make one Kurta.
Question asked by an ordinary citizen was his right to ask ruler if in his opinion, ruler has exceeded his authority for personal advantage. Citizen is not supposed to produce evidence of his question. Citizen can ask any question based on his perception.
It is state responsibility to be answerable to such questions. Answer by Hazrat Umar was his duty to satisfy any question on his credibility & Integrity.
This is our history, our religion & our tradition on the domains of an ordinary citizen & the ruler.
Today when nation questions rulers on Panama Leaks, rulers call it political victimisation without ever explaining the trail of money under question & putting the entire nation into useless discussion of who all has got off shore companies or formulation of TOR for investigation & hiding behind fake illness or surgery or Kashmir escalation.
When Dr Farrukh Saleem raises the question of quite extra ordinary foreign remittance to India from Pakistan. Instead of satisfying & answering the question. State just find its convenience to refute the question as if it does not exist. Refuting an allegation is not the only responsibility of state & ruler, Question must be investigated & clarified through reliable & neutral institutions.
It’s not just the problem of rulers, we also have a strange mindset as a nation, we also start asking evidence of a question from a citizen or analyst. How can a citizen or analyst provide evidence or proof, he has the right to raise question according to his Knowledge & available facts. Finding evidence or investigation is responsibility of state. A straight refusal to the existence of question is not criteria of state responsibility & standard of governance.
If somebody wants to name a question as disinformation, that somebody also has the right to accept or refute a question according to his knowledge & sources. But no one is to deny each other’s right to question or agreed or not agreed.
State must satisfy questions on Panama Leaks & Foreign remittance to India. If state takes his responsibility of clarifying questions & not keeping them under carpet, disinformation will die automatically.
سوال پوچھنا میرا حق، جواب دہی آپ کا فرض

حضرت عمر ؓ سے ایک دفعہ سوال پوچھا گیا کہ مال غنیمت سے دئے گئےچادر کے ایک ٹکڑے سے کسی کا کُرتہ نہیں بن سکا، آپ کا کُرتہ کیسے بن گیا۔ حٖضرت عمرؓ نے تحمل سے جواب دیا کہ میرے بیٹے نے اپنے حصے کی چادر مجھے کُرتہ بنانے کے لئے دے دی تھی۔
کسی کے خیال میں ذاتی مفاد کے لئے حاکم اگر اپنی حد سے تجاوز کرتا ہے تو اس پر سوال پوچھنا عام شہری کا حق بنتا ہے۔شہری اپنی سمجھ بوجھ کے مطابق سوال پوچھ سکتا ہے۔ اس کے لئے ضروری نہیں کہ اپنے سوال کی صحت کے بارے شواہد فراہم کرے۔
اپنی عزت اور وقار کی طرف انگلی اٹھانے والے سوالی کی تشفی کراناحضرت عمرپر فرض تھا۔ یہ ہے ہماری تاریخ، ہمارے مذہب اور ہماری روایات کے مطابق ایک حاکم کاعام شہری سے رشتہ۔
آج قوم حکمرانوں سے پانامہ لیکس کے بارے سوال کر رہے ہیں تو وہ اسے سیاسی انتقام قرار دے رہے ہیں۔باہر بھیجی گئی رقومات پر وضاحت دینے کی بجائے اس قضیے میں ملوث افراد کی تعداد اور ٹی او آر کی لا حاصل بحث میں قوم کو الجھاتے ہیں۔ کبھی بیماری اور سرجری کا بہانہ کرتے ہیں اور کبھی کشمیر میں جاری جھڑپوں کا واسطہ دیتے ہیں۔
جب ڈاکٹر فرّخ سلیم نے پاکستان سے بھارت کثیر رقومات کی منتقلی کا سوال اٹھایا تو سوال کا تسلی بخش جواب دینے کی بجائے حکومت نے سوال کو مسترد کردینا کا فی سمجھا جیسے یہ واقعہ کبھی ہوا ہی نہ تھا۔الزامات کو محض مسترد کر دینا حکمرانوں اور ریاست کا کام نہیں بلکہ قابل اعتبار اور غیر جانبدار اداروںسے چھان بین کے بعد معاملے کی وضاحت کرنی چاہئے۔
یہ حکمرانوں کا ہی وطیرہ نہیں بلکہ بحیثیت قوم ہماری عادت بن چکی ہے کہ ہم شہریوں اور تجزیہ کاروں سے ان کے سوالات کے بارے ثبوت ما نگنا شروع کر دیتے ہیں۔ کوئی شہری یا تجزیہ کار بھلا ثبوت اور شہادتیں کیسے لا سکتا ہے۔اسےاپنے ذرائع اور علم کے مطابق سوال پوچھنے کا حق حاصل ہے۔حقائق کی چھان بین اور تحقیقات ریاست کی ذمہ داری ہے۔کسی بھی سوال کو فی الفور مسترد کردینا نہ ریاست کا کام اور نہ حکمرانی کا بہتر انداز۔
اگر کوئی سوال کو افواہ قرار دیتا ہے تو اسے اپنے علم اور ذرائع کے مطابق اسے مسترد کرنے کا حق ہے مگر کوئی ایک دوسرے کو سوال کرنے اور اسے قبول یا رد کرنے کے حق سے محروم نہیں کر سکتا۔
حکومت کو پانامہ لیکس اور بھارت بھیجی گئی رقوم پر اطمینان دلانا ہوگا۔اگر ریاست اس معاملے میں سوالوں سےدامن بچانے کی بجائے ان کی وضاحت کی ذمہ داری نبھائے توافواہ سازی اپنی موت آپ مر جائے گی۔
