Assets of retired Defense Officers – A clarification

Reference Nation article on property record of Defense officers: Ensuring maintenance of Asset record by every Pakistani is the responsibility of FBR. Unfortunately FBR has only 0.5 % asset record of entire population through Tax return.99.5 % population of Pakistanis are non filers which means what they earn, from where they earn, how much they earn, what are their assets is unknown. Isn’t it scary?No Govt department holds responsibility for maintenance of property record of retired Govt officials. It is entirely the responsibility of individual under regulation of FBR.

Former President and Chief of Army Staff General (Retd) Pervez Musharraf has eight properties worth Rs 42,014,471 and nine bank accounts worth Rs 18,100,918 and US $ 61,570.

Joint Secretary Ministry of Interior Dilshad Ahmed Babar in compliance of the Special Court direction submitted the list of Pervez Musharraf properties and bank accounts in the country.

The Special Court is hearing high treason case against former Army chief for promulgating emergency and PCO on November 3, 2007.

Dilshad statement contains the reports of Chief Secretaries of all provinces, Home Department AJK and Gilgit-Baltistan, Chief Commissioner Islamabad, Federal Bureau of Revenue and State Bank of Pakistan.

According to FBR report, as per Musharraf wealth statement of filed in FBR in 2008, he had Plot No.6 Army Housing Scheme, Part III, Clifton, Karachi (Rs 11,591,971) , Plot No.172 Khyaban-e-Faisal, Phase 8, DHA, Karachi (Rs 1,500,000), Plot No.301, Beach Street No.1, Phase 8, DHA, Karachi(2,500,000), Plot No.1, Sector F, DHA Phase-II, Islamabad (Rs362,500), Plot No. CC-1/1, Phase III, Sector X6X, DHA, Lahore (Rs1,800,000), Plot No. C-1/B, P&V Scheme, Chak Shahzad, Islamabad (Rs23,750,000), and two 400 kanals agriculture land in Bahawalpur (510,000), which one Musharraf had sold in January 2014 and the other was cancelled. The FBR report further said that ex-COAS in the wealth also mentioned that he Rs1,030,000 cash in hand and Rs 685,000 in the bank.

The State Bank of Pakistan statement states that Musharraf and his wife Begum Sehba Musharraf have several accounts in various banks, including Bank Alfalah Limited, Main Branch, Islamabad (USD 6012), Bank Alfalah, Main Branch, Islamabad (Rs 34626.34), Askari Bank Limited, AWT Plaza, Rawalpindi (Rs 4396.36), Askari Bank Limited, Blue Area, Islamabad (Rs 16,031,500), Habib Metropolitan Bank Limited, Rawalpindi (Rs 624,865) Habib Metropolitan Bank Limited, Rawalpindi

(Rs156,276), Habib Metropolitan Bank, Rawalpindi (USD 55,558/-) and National Bank of Pakistan, Rawalpindi (Rs1,249,255). Out of 9 bank accounts of Rs 18,100,918 and US $ 61,570) four are joint accounts of General Pervez Musharraf and Begum Sehba Musharraf.

The Home Department Balochistan report states that Musharraf has one plot of 1,060 square yards at Phase-III-B of Sangar Housing Project at Koh-e-Batail registered in his name, while Chief Commissioner Islamabad Capital Territory told that Pervez Musharraf has purchased Plot No. C-1/B at P&V Scheme No.II from Riffat Jamil on 27-10-2003.

The Sindh Revenue Department informed that there is no immovable property in the name of General Musharraf. However, the retired general used to reside in Bungalow No 6, situated inside Army Housing Scheme, Zamzama, Phase-5, DHA, Karachi.

The Joint Secretary informed the Special Court that Home AJK Department informed that Musharraf has no moveable and immoveable properties in AJK, while Gilgit-Baltistan Home Department states that Musharraf has no property in Gilgit-Baltistan except District Hunza and its report will be submitted later on.

The chief secretaries further told that Punjab and Khyber Pakhtunkhwa, CDA and ECP did not respond to the ministry requests despite two reminders.

Dilshad said the Ministry of Defence informed the Ministry of Interior that they don’t maintain record of movable and immovable property of retired army officers.
