The missile range depends on technology and fuel both. It is the fuel with the help of combustion which gives thrust to a missile or even an aircraft. This subject is not taught in war courses, it’s about science and technology which is taught in engineering institutions.
Yes a missile range and speed can be altered. It’s actually about rocket science. Nothing wrong about technical possibility.
What is perhaps more debatable is the intention and will of military and civil leadership which decides such decisions. If we don’t have the will and strength to use this weapon against our enemy or enemies of Muslim umah, the question of reducing range and how to reduce range is irrelevant.
