اپریشن رد الفساد پر آئی ایس پی آر کی ویڈیو ۔ میرا تجزیہ اور تبصرہ

میرے تجربے اورمیری سمجھ کے مطابق اپریشن رد الفساد پر دکھائی جانے والی آئی ایس پی آر کی یہ معمولی سی ویڈیو غیر متاثر کن ہے۔ویڈیو میں پیش کئے جانے والے پیغام کا خلاصہ اس طرح ہے
“ملک میں پیش آنے والے دہشت گردی کے واقعات اکا دُکا رہ گئے ہیں۔اُس کی وجہ یہ ہے کہ ان میں سے بیشترکو فوج پیش آنے سے پہلے ختم کردیتی ہے اس لئے اُن کو میڈیا پر دکھایا نہیں جاتا۔یہ جو اِکا دُکا واقعات پیش آتے ہیں اُن کی وجہ بھی پاکستان کے شہری ہیں جواپنا فرض ادا نہیں کرتےاور اپنے ارد گرد دکھائی دینے والی مشتبہ حرکات کی اطلاع نہیں دیتے۔اپریشن رد الفساد تب ہی کامیاب ہو سکتا ہےجب ہر شہری اس کا حصہ بن کر آس پاس کی مشتبہ سرگرمیوں کے بارے مطلع کرے گا۔اس کی بہترین مثال دوسری قوموں کو تباہ کرنے کا امریکہ کا اپریشن پیپر کلپ ہے جو ہماری ناکامی کی وجہ ہے۔ ”
اس بیان پر میرا تبصرہ
لفظ اِکا دُکا دہشت گردی کا شکار ہونے والے اُن ہزاروں متاثرین کی توہین ہوگی جواپنی زندگی سے ہاتھ دھو بیٹھے یا اپنے اعضاء سے محروم ہو گئے۔ملک کے ایک بڑے ادارے کی جانب سےپاکستان میں دس سال سے جاری مستقل جان لیوا دہشت گردی کے لئے لفظ اِکا دُکا کا استعمال کیا جانا معاملہ کی کم فہمی کا مظہراور بلا ضرورت تبصرہ ہے۔دنیا کی پانچویں سب سے بڑی فوج رکھنے والے ملک اور اس کی ایجنسیوں کی جانب سے ویڈیو سے یہ مطلب اخذ کیا جائے ملک میں دہشت اس لئے جاری ہے کہ اس کے شہری مشتبہ سرگرمیوں سے مطلع کرنے کے بارےفرض شناسی سے نابلد ہیں؟
اس ویڈیو میں پاکستان میں دہشت گردی کا الزام امریکہ کے اپریشن پیپر کلپ پر لگایا گیا ہے اور یہ پیغام بھی دیا گیا کہ ہمارا میڈیا کامیاب فوجی اپریشنوں کو کور نہیں کرتا۔کیا پی ٹی وی سرکاری چینل نہیں اورکون سے اپریشن ہیں جو کور کئے جانے چاہئیں تھے مگرپی ٹی وی نے کور نہیں کئے؟ کیا اے آر وائی، بول اور بہت سے دوسرے چینل فوج کے موقف کو موثر طریقے سے پیش نہیں کر رہے؟ویسے سوشل میڈیا کو استعمال کرنے میں کیا امر مانع ہے کہ اس پر وہ کچھ دکھایا جائے کو اب تک دکھایا نہیں جا سکا۔یہ ہماری معاشرتی ذہنیت ہے کہ اپنا فرض کما حقہُ ادا کرنے اور ذمہ داری قبول کرنے کی بجائے ہم حیلوں بہانوں کا سہارا لیتے ہیں۔
مجھے ہمیشہ کرپشن کے بعد ہماری نا اہلی پاکستان کا سب سے بڑا مسئلہ دکھائی دیتی ہے۔یہ ویڈیو بھی اس حد درجہ نااہلی کا ڈھنڈورا پیٹ رہی ہے۔ڈیجیٹل معلومات کی جنگ یعنی جنگ کی چوتھی نسل سے ہماری بقا کو تازہ ترین خطرات درپیش ہیں۔کیا ہم نے اس کے لئے کوئی تیاریاں کر لی ہیں؟کیا ہم اس سے بخوبی واقف ہیں؟ کیا اس جنگ کے لئے ہمارے پاس اہل افراد دستیاب ہیں؟ اس طرح کے کئی سوالات ہیں جن کا جواب صرف “نہ”ہے۔
ایسی قوم کے افراد سے جو چند لیٹر پٹرول کے لئے اپنی جان دے دیتے ہیں اس ویڈیو کے ذریعے توقعات وابستہ کر لی گئی ہیں کہ وہ مشتبہ سرگرمیوں کی شناخت کریں اور اس کی اطلاع دے کر اپریشن رد الفساد کو کامیاب کرائیں۔یہ کوئی مذاق ہے یا ہماری سادہ دلی کا عمومی رویّہ۔
ہماری افواج اور قانون نافذ کرنے والے اداروں کا فرض ہے کہ ملک کو اندرونی اور بیرونی خطرات سے محفوظ رکھیں۔ہر بار جب بھی دشمن ضرب لگاتا ہے تو یہ حکومت، قانون نافذ کرنے والے اداروں، خفیہ ایجنسیوں اوربالخصوص عسکری اور سول قیاد ت کی ناکامی ہوتی ہے جسے چھوٹی موٹی ویڈیو سے نہیں چھپایا جا سکتا۔یہ ایک حقیقت ہے جسے ہماری قیادت سمجھنے سے قاصر ہے۔
ہمارے قائدین بھی شہریوں، میڈیا، امریکہ، بھارت اور افغانستان کی آڑ کا بہانہ تلاش کرتے ہیں۔وہ سامنے آکر ڈٹ جانا کب سیکھیں گے حالانکہ اس وطیرے کا راحیل شریف نے بہت اچھا مظاہرہ کیا تھا۔یہ باتیں سیکھنے سے کیا ہماری انا روکتی ہے یا ہمارے مشیران ہمیں اس جانکاری سے روکتے ہیں یا ہم اتنے کم ظرف ہیں کہ ہمیں خطرے کا ادراک ہے نہ اس کی تباہ کاریوں کا؟
محترم قائدین اللہ تعالیٰ نے آپ کے ذمہ کچھ فرائض لگائے ہیں اور قوم آپ کی جانب سے مدد کی طلب گار ہے مگر آپ ہیں کہ الٹا قوم سے مدد کی توقع لگائے بیٹھے ہیں۔وقت آگیا ہے کہ ضرب عضب کی پرانی ٹیم کو بحال کرکے معلومات کی جنگ بہتر انداز میں لڑی جائےیا ضرب عضب کی حکمت عملی اپنائی جائے۔ہم تباہ حالوں کو ضرب عضب جیسی کارکردگی درکار ہے۔ہمیں انفارمیشن کی جنگ لڑنے والی ضرب عضب کی ٹیم چاہئے یا ایسی بہتر انٹیلی جنس کی حکمت عملی کی ضرورت ہےجس سے ضرب عضب کے دوان کلبھوشن یادیو کا خفیہ نیٹ ورک تباہ کیا تھا۔
ISPR video on Rad Ul Fassad – my analysis and comments.

To my experience & understanding, a very unconvincing & ordinary video by ISPR on Rad Ul Fassad.
Here is the crux of message from video:
There is only few odd (Ikka, Dukka) terror incidents in the country because most of them are averted by Military and never shown on media. Even these Ikka Dukka incidents are due to the fact that citizen of Pakistan are not performing their duty to inform suspicious activity around them. Rad Ul Fassad will be successful when every citizen will be part of it by informing LEAs about suspicious activity around them.
Operation paper clip by America is testament to American success in destroying other nations and reason of our failure .
My comments:
The word “Ikka Dukka” is an insult to those thousands of victims who died in terror attacks or lost their limbs. The word “Ikka Dukka” is a highly underestimated and casual comment by the leading institution of Pakistan on 10 years history of consistent & lethal terrorism in Pakistan.
5th largest army of the world including its large intelligence agencies; does the message in video meant to say that terrorism in Pakistan is due to inaptness of citizen of Pakistan being unable to inform suspicious activities?
Blaming operation paper clip as reason of terrorism in Pakistan or our media not covering secret successful operations of Military is also the message of this video. Is PTV not state channel, which operations have not been covered by PTV and should have been covered? Is ARY, BOL & many other channels are not covering the message of Military effectively? by the way, who is stopping us to use social media to cover what is not covered and should be covered. Our social mindset always look for excuses instead of accepting responsibility and performing our job diligently.
I repeatedly cite incompetence as second most menace to Pakistan after corruption. This video speaks of that sheer incompetence. Digital information warfare or 4th generation warfare is the latest threat to our survival. Are we prepared for that? Do we even understand it properly? Do we have competent people for this warfare? Do we have training for this warfare? So many questions but equal number of “NO”.
This video expects from a Nation, who gathers around an oil tanker to collect a few litres of petrol risking their life” to identify and report suspicious activities to make Radd Ul Fassad successful. Is it some kind of joke? or is it some kind of naive attitude?
Our Military/LEAs have a duty to perform to defend the country internally & externally.Every time we are hit by enemy, its a failure of government, military, LEAs, Intelligence agencies and most importantly its failure of civilian & military leadership and which cannot be covered by a poorly conceived video, that is a fact which is not understood by our leadership.
Our leadership look for excuses and they find those excuses in citizens, media, America, India & Afghanistan. When will they learn “leading from the front”, though Raheel Sharif ran a good exercise of such trait. Is our ego stop us from learning? or our advisers stop us from learning? or we are too shallow to conceive the threat and its dynamics?
Dear leadership, Allah has entrusted you an important duty, Nation is looking towards you for help, instead you have started looking towards Nation for help.
It may be time to get that old team of Zarb Azab to pose a better information warfare or follow the operational strategy of Zarb Azab. We are already doomed, we desperately need better performance like Zarb Azab or better information warfare like Zarb Azab team or better intelligence strategy like breaking the network of Kulbashan Yadav during Zarb Azab.
